February 28, 2017 Dear Mr. Lopes: Thank you for contacting me about the Conserving Ecosystems by Ceasing the Importation of Large (CECIL) Animal Trophies Act. I appreciate hearing from you and share your concerns. The CECIL Animal Trophies Act was introduced by Senator Robert Menendez of New Jersey. The Endangered Species Act (ESA) bans the importation of trophies from animals that are listed as threatened or endangered. The CECIL Animal Trophies Act would extend this prohibition to animals proposed for listing as threatened or endangered by the U.S. Fish and Wildlife Service. In July of 2015, an African Lion named Cecil was lured from a protected game reserve and killed by an American sport-hunter. The U.S. Fish and Wildlife Service proposed classifying the African Lions as threatened under the ESA in October of 2014, but had not finalized the proposal. The CECIL Animal Trophies Act was referred to the Senate Environment and Public Works Committee. I am not a member of this committee, but I will keep your views in mind as the Senate considers this issue. I share your concerns about protecting endangered and threatened species.
